Class Title: Outlaw Biker Investigations (Class Full)
Description: This course is designed to familiarize officers and investigators with the clandestine world of outlaw motorcycle gangs and their members. Attendees will learn about the origin and history of the modern outlaw motorcycle gangs and will also learn about the recruitment process for new members, the organizational hierarchy, and the meaning of tattoos and patches worn by the members. Attendees will be trained in intelligence gathering methods and investigative techniques that can be used to put outlaw motorcycle gang members in jail. Attendees will further learn about expansion and current trends among the major outlaw motorcycle gangs in the country as well as how to handle outlaw motorcycle gang members on traffic stops and how to handle large groups that show up for a run or rally. Meals and lodging will be provided by MCTC for students traveling from over 75 miles away.

Class Title: Highway Vehicle Stops and the Drug Trafficker
Description: This course will provide instruction to law enforcement officers on highway traffic stops of suspected drug couriers and users. It is the goal of this course to provide these techniques to lead to the safe discovery of illegal contraband and ultimately, a successful prosecution. This course will include practical exercises for interviewing techniques and vehicle searches on cars, small trucks and commercial tractor trailers. Topics covered include roadside interviews, hidden compartments, use of K-9’s, and officer safety.

Class Title: Reserve Deputy/Officer Academy
Description: The Reserve Academy curriculum adopted by the Commission is designed similar to that of the Basic Academy, including student performance objectives for each instructional block. It is designed to provide reserves with the basic knowledge and skills required for safe, proper and effective law enforcement service. Graduates of those Academies which pass a certification examination developed and administered by the Commission will receive the state's basic reserve officer’s certificate. Classes are held every Monday, Wednesday, and Friday night, and all day Saturday.

Class Title: The Public Records Act and E-Records
Description: Washington’s Public Records Act imposes strict liability on counties and other local governments— fail to produce a requested record, however hard you search, and your agency will have to pay mandatory daily penalties and attorney fees. These costs routinely amount to tens of thousands of dollars. Electronic records, or “E‐Records,” pose a particular challenge for several reasons: E-Records seem to multiply, practically by themselves; E‐Records can be stored in unexpected locations; and often E‐Records don’t even resemble paper records. The class will begin with a short overview of the requirements of the Public Records Act, but will focus on responding to public records requests for E‐Records and managing your E-Records. Attendees will receive sample municipal Public Records Act policies including policies governing how internal emails and other E‐Records should be managed. This class is free for all members of the Washington Counties Risk Pool, and $50 for non-members.
